Hong Kong has
developed over the years a penal system which places increasing
importance on correction and rehabilitating inmates. Comprehensive
treatment and training programmes have been developed for different
types of prisoners such as young offenders, drug dependants, first
offenders or recidivists. The Correctional Services Department has
emerged as one of the forerunners in this field.
With an establishment
of over 7,000 staff, it is responsible for the administration of
24 correctional institutions which now accommodate about 11,000
inmates. These include minimum, medium and maximum security prisons,
a psychiatric centre and training, detention and drug addiction
treatment centres. There are also 4 half-way houses, 4 rehabilitation
centres, a reception centre for Vietnamese illegal migrants and
2 custodial wards in public hospitals.. The Department also runs
an extensive community-based aftercare service.
